ADR-067: No-bulk-audit policy for scenario corpus work

Why this was superseded

The no-bulk-audit rule is a contributor/process policy, not an architecture decision. ADRs are for technical decisions: dependencies, patterns, API design, deferred features. Operational rules about how work happens belong in a contributing guide where contributors will actually encounter them when they need to.

Original content moved to docs/contributing.md under "Scenario corpus work → No-bulk-audit policy." That document is the canonical source; this ADR is preserved as a Superseded record so any references to ADR-067 still resolve.

The original framing, two prior incidents that validated the rule, and trigger conditions for relaxation are all preserved in the contributing guide.
